<p>Thom has worked with young people for 7 years, developing ways of making circus skills accessible to those with special needs. He is also a member of Performers Without Borders and has entertained audiences in countries as diverse as India, Kyrgyzstan and Iraq. Tonight he will be delighting us with two juggling sets which, in turn, demonstrate the mechanics and celebrate the art form of juggling.</p>

<p>Entry forms should be completed and returned by <strong>12 noon, Friday 16 March.</strong></p>
<p>Please note there is no entry form for the Canterbury Award; this is awarded directly by the members of the Canterbury for Culture Board.</p>

<p><strong>Timetable</strong><br />
Submissions to be received by Irene Seijo by 5pm Wednesday February 22, at the KAC offices in Chatham Historic Dockyard. Submissions by email are preferred.</p>
<p>Interviews are to take place from 10.00am , Friday February 24, 2012 in Chatham.</p>
<p>The contract commences from March 1 2012, or earlier if feasible, and will continue throughout 2012/13, with an expected event taking place by September 2012.</p>

Kent Architecture Centre &#8211; KAC &#8211; is an independent not-for-profit team of committed design and planning professionals who assist in place making and provide design support to local communities, local planning authorities and the development sector. A social enterprise in the voluntary and community sector, we were established in 1995 in The Historic Dockyard Chatham, to support North Kent.</p>
<p><strong>Background</strong><br />
URBAN Fringe proposes a series of 4 x artistic interventions to enable a depth of engagement within the unique context of North Kent’s fringe lands. The project offers time and space for artists to meaningfully engage with people who live there, to draw out the narratives of this unique place, and to influence future renewal and developments. These artistic interventions will be commissioned in the urban fringes between Medway and Kent, where the river Medway becomes coastal towards the Isle of Sheppey, and where the Thames Estuary meets the North Sea. It is only here that these waters converge and touch the North Kent landscape of marshlands and bird sanctuaries, urban sprawl and rural community, industry and outstanding natural beauty. The fringelands of an urban area are often socially and economically disadvantaged, lack a ‘sense of place’, and have limited access to the arts. Through these commissions, artists will connect people with place through deep engagement, and encourage and motivate people to take an active role in shaping their physical environment. The ambition is to creatively engage communities in looking at the distinctive qualities of their neighbourhood and the area where they live. To draw out a narrative about the area that articulates the particular things that they value, or things that they would like to change. This project aims to use the art to broaden the idea of ‘place’ beyond the physical and to help communities think more intuitively about their area, and therefore to be able to engage in regeneration and change in a very skilled and sophisticated way. It is often said by regeneration practitioners that ‘the place is the client’, this project aims to give the place a ‘voice’ through creativity and engagement.</p>
<p>The aims:<br />
• To give artists time and space to explore a unique context<br />
• To bring a depth of engagement through innovative participatory, ‘live’, celebratory<br />
interventions created for and with marginalised communities.<br />
• To engender a sense of ‘pride of place’ and encourage communities to actively engage.<br />
• To influence future placemaking by developing a resource of creative documentation that<br />
articulates the narratives of the area, for planners, local authorities and urban renewal<br />
teams.<br />
• To develop and empower a group of emerging locally-based artists.<br />
• To better understand the role of artists in shaping places.</p>
<p><strong>The project</strong><br />
What we would like to deliver:<br />
Four artists will initially act as mentors and the ‘creative voice’ of the existing place; to capture the textures, narratives and stories emerging from the project and the fringe land more widely, and to gather these in a rich and layered artwork and resource to be made available to artists, planning teams and local authorities. These artists will then go on to work with and for fringe land communities, each with a live, participatory, celebratory activity at its core in Medway and in Swale. They will explore the nature of changing places and social ecologies &#8211; the ‘new story’ that will emerge as the project develops &#8211; bringing a new perspective and different dynamic to the project.</p>
<p>Working closely with our ‘Culture and Place Group’ we will select four artists for the activity, chosen for their interest in this type of work. These artists will have up to 7 months to work with communities towards an event or intervention in the Medway / Swale fringelands.</p>
<p>Overall Objective<br />
To deliver four creative commissions in the ‘fringes’ of Medway and Swale, giving artists time and space to develop celebratory interventions that enables a depth of engagement with the people that live there. The commissions will capture and explore the relationships between artists, place and communities &#8211; their values and customs. The Creative Producer will report back to the Project Manager at KAC (Irene Seijo) at regular intervals and to the Culture and Place Group during key project delivery milestones. The Creative Producer will support KAC to deliver the peer mentoring, evaluation and strategic delivery of the project, particularly monitoring the learning, development and new direction of the organization and its influence of new ways of working.</p>
<p><strong>Scope</strong><br />
* Establishing a detailed Implementation Plan for the ‘Urban Fringe’ project<br />
* Developing the detailed brief for the artists selected by the Culture &amp; Place Group, and managing this commissioning process. Working with those artists to identify locations in the areas identified.<br />
* Leading the planning of the ‘Urban Fringe’ project, in particular the implementation of the vision into a series of individual event(s) in two distinctive urban areas.<br />
* Managing the development of the process of research into the textures, narratives and stories around the ‘built environment’ and ‘place making’ agendas and issues in the specific urban communities and the ‘fringe lands’ selected, by whatever means are seen as appropriate for the project to achieve successful outcomes, within the specific resources constraints.<br />
* Identifying and establishing relationships with relevant communities and constituencies in the selected ‘urban fringe’ area(s).<br />
* Managing the work of the selected artists, and facilitating their involvement with relevant communities and constituencies in the selected area, and managing these relationships over the course of the project.<br />
* Producing a series of activities and events in the period of the project, including in the period leading up to the final activity &#8211; these may be workshops, conferences, exhibitions, installations, events using social media and digital processes, education and training. The Creative Producer will be responsible for the management of all production requirements of these activities.<br />
* Developing and implementing a communications plan for the ‘Urban Fringe’ project, in conjunction with relevant KAC staff team and advisers.<br />
* Working with relevant public and private sector stakeholders to ensure successful partnerships, and if appropriate establishing new relationships and partnerships, both for this specific project, and for the future.</p>
<p>Through the development of this pilot project, exploring the feasibility of establishing the model of the “Urban Fringe’ project as a core project of KAC, to be developed and implemented in other urban areas that KAC are working with, in the future. This is envisaged as a symposium / seminar / conference at the end of the event(s).</p>
<p>Note : All these activities will be undertaken in conjunction with the project leader Irene Seijo and the KAC staff team</p>
<p><strong>Outcomes</strong><br />
These will include:<br />
* Detailed knowledge and documentation of the selected ‘urban fringe’ areas<br />
* Successful event (s) taking place in the summer of 2012 in the selected ‘places’<br />
* Detailed, documented, case study of the process of development and delivery of the project, and of the communities/ constituencies involved.<br />
* Legacy plan detailed, and forward action plan agreed by all parties, including, if feasible, commitment of parties, to undertake this.<br />
* Evaluation report, structured as agreed, to meet both KAC, KCC, and ACE requirements.</p>
<p><strong>Responsibilities</strong><br />
The Creative Producer’s responsibilities will include:<br />
* Establishment, and the management, including all necessary attendances leading up to, and on the day(s) of the events.<br />
* All legal and contractual arrangements with the artists, venues, suppliers and any other party, as agreed.<br />
* Project budget management and cash flow in consultation with KAC.<br />
* All Health and Safety requirements, including any event and related Licensing / Temporary Event Notices (TEN’s), crowd management and security.<br />
* Ensuring the Environmental impact of the events is in accordance with local requirements and parameters.<br />
* Recruitment and management of any part time and temporary staff, and the involvement of volunteers, according to KAC Human Resources guidelines, and their Equal Opportunities Policies and Practice.</p>
<p>All these responsibilities will be undertaken in conjunction with IS and the KAC staff team</p>
<p><strong>Budget / Fee</strong><br />
This is a freelance contract, open to individuals, partnerships and companies. We estimate that 15 days are required to be work on the project, but there is some flexibility here. The successful applicant will be responsible for their own National Insurance, Tax and related self employed costs including insurance and inclusive of travel. The programme and project budget will be discussed and agreed with the successful candidate, and is envisaged as £40,000 +</p>
<p><strong>Governance</strong><br />
The Creative Producer will report on a day to day basis to Irene Seijo, and through her, to the KAC Culture and Place Reference Group, which meets on a regular basis, in conjunction with the KAC Chief Executive, Chris Lamb.</p>
<p><strong>Person Specification</strong><br />
Artistic vision, and the experience to effectively implement this vision in a variety of settings. In particular, an understanding and experience of the relationship between ‘culture’ and ‘place’, and the role of artistic / cultural interventions in place making, and of ‘site specific’ projects.</p>
<p>Exceptional proven arts and cultural project management skills and experience, both as a strategic negotiator, a commissioner of high quality cultural projects, and as an effective cultural producer.</p>
<p>Knowledge and experience of the arts and cultural sector in Kent and the South East, and of the artists who live and work here.</p>
<p>Knowledge and experience of the arts funding infrastructure in the region, including with relevant local authorities</p>
<p>Experience of working on a project with multiple partners, and partnership working, in conjunction with both the public sector ( eg Arts Council England, Local Authorities), private sector ( property owners and developers) and with more informal community and constituency groups ( artists, young people)</p>
<p>Cultural leadership expertise, in this type of context, especially with other practitioners, including experience of facilitating groups and workshops, and of working with communities.</p>
<p>Ability and experience of working on own initiative, as well as working as a member of a dynamic team.</p>
<p>Excellent communication and advocacy skills, and an understanding and, if possible, experience, of strategic marketing and implementing marketing plans in this field.</p>
<p>Financial management skill and experience, able to establish budgets and work within budgets.</p>

<p><strong>Jon Savage &#8211; ‘Teenage – A 30-Year Odyssey’</strong></p>
<p>Jon Savage’s singular study, Teenage: the creation of youth culture, 1875-1945, was published in 2007, marking a high point in a project that he had begun 27 years earlier with a cancelled Granada television series. The project, however, did not finish with the book’s publication, and has since generated two compact disc collections, and a forthcoming feature documentary. Jon Savage will talk about the genesis, development and future of Teenage. The story he will tell will cover his 30-odd years of working in British television, his career as a journalist and, as he has experienced it, the shifting role of the critic.</p>
<p>Jon Savage is the author of the seminal history of punk, England&#8217;s Dreaming. He has made documentaries on Joy Division and Brian Epstein; compiled numerous cd collections &#8212; including “Black Hole &#8212; a compilation of California Punk,” and “Meridian 1970 – Protest, Sorrow, Hobos, Folk and Blues”; written for most of the major music magazines, and he is a regular contributor to The Guardian.</p>
